Go to the store and buy a regular camping tarp. No need to spend unnessary amount of money if you dont have too. If your putting a tarp under the pumpkin, make sure its alteast double it up that way it wont tare. For just shading get some zip-ties and some wooden tall wooden stakes and tie it up to them.

If you are shading the plant then go with the 30% shade cloth. If you are shading the pumpkin then use a plastic tarp(the type that are usually blue). Some people just cover the pumpkin with a white sheet.

See if yo can find some Hail netting or Tobacco netting in your area. I got used Tobacco netting from a grower. 17ft wide, worked excellent this year. I think cutting out 30% light is to much. this is more like 10%-15%. lets rain through and is not like a sail with the wind. I dont have a lot holding it on, just bungees on the outer edge. OESCO, was supposed to carry some this year in the North East. but is sold by 300 * 15ft roll, around $350. There are a few suppliers in the US and Canada, mostly available overseas, but cost twice as much to ship then the material costs. google it and see what you can find.

I don't think 30% shading is too much. The nurseries recommend 30% for vegetables. Also Drew Papez in Canada used 30% shading and had good success with it growing some huge pumpkins. Green house megastore has a large variety of different % of shade cloth, and at a decent price.A piece of 30% 20 x 30ft is about $70.Growerssupply.com is also a good place to look for growing supplies.

I am using both 22% and 40% this year. If temps are below 90, the 22% does great. Above 90, I would go with 30-40. Tough decision and it may vary by year (weather) and plant (they handle high heat differently). UV index is high here and unprotected leaves will scorch and slow the plant down more than reducing the light slows them down. Strange but true.

I had looked at greenhouse megastore also, they did have good prices and would custom make sizes and add edges and grommets if you wanted them also.
