Is there anything that I need to do when I cut off the
leafs near my pumpkin. Such as apply fungicide. Same question as to the secondary that is growing next to it.

Thanks

You can apply some captan or daconil paste if you are concerned. I cut mine with a steak knife and make sure they are cut even with the vine and keep them dry. I do not leave extra tissue hanging off, just more chance of rot starting if water collects inside...

I've sprayed a water/bleach solution on the cuts and that seems to work. Never had a problem.
