Walmart and other chains sell them, usually in the coin section or the envelope section.
Staples and other office supply stores will charge you double or triple Walmart's prices.

I got a box of "coin envelopes" at Staples. They're pretty straightforward to buy.

I found the plastic ones at a local place called Hobby Lobby - they had them in the beads\jewelry making section for 99 cents for 100 bags

Punkinator, it depends on how thick the envelope ends up being. If the grower is sending you a bunch of seeds then it might be classified as a package instead of an envelope and then cost a bunch more. Otherwise, just a plain little skinny bubble under an ounce within traditional envelope size (11 1/2" x 6 1/8") is .44. 17 cents per ounce after that as long as it's not more than 1/4 in. thick. More than 1/4" thick and then you go package.

@punkinator - I just finished mailing out a few packages with a couple dozen seeds in each bubble and the postage came to $1.39 each to 3 different states - so 4 stamps should always be plenty if expecting several seeds - 3 is probably sufficient in most cases but adding a 4th for safety never hurts.
