Subject: Rotating planting sites?

I plan on rotating my planting sites next year. I was told if I do, I will not need to remove all of the bad wood chip soil I currently have in my planting sites now. This was my 2nd year here planting in these sites.
What do you all suggest on removing the bad soil. Instead of back to back next year, I will probably grow side by side (west to east) next year.
I know its early to talk about next year, but I have alot of work to do here!
My soil report last month show 17% Organic Matter, but I plan on bringing in lots of Composted leaves and manure.
A repeat of 2010 is "Not an Option" come next year.

Rotating planting sites is always a good idea imho.
I do that in my garden with various vegetables including my pumpkins but that only goes so far.
