Its def a pupal cell from a moth but not sure what kind because alot of moth pupal cells look exactly the same. If they were in the ground right by your stump they may be SVB's getting ready to emerge as an adult. Kind of late in the year for adults to be emerging from the soil though I though. Unless where you live you may have 2 generations of SVB's.
Did you find any SVB's in your patch this year? SVB's or not those are def from moth's of some kind.

Yeah I had a few SVB that caused me problems. It's my first year growing anything so I wasn't prepared until they showed up. I sprayed Bayer Tree and Shrub (Merit) to control them but I sprayed late after they were already here. How many applications of Bayer should I apply? I last sprayed about 3 weeks ago.
