I have access to composted horse manure but it has pine chips in it that the farmer uses for bedding. Will the decaying chips cause a problem or is it just more organics?

Borer is right, I learned the hard way about wood chips leeching nitrogen. I used horse manure a couple years ago that obviously was not cured enough. I lost plants the next spring due to lack of nitro. I think it is ok to use but make sure you have a test done for nitrogen levels before the season starts and amend accordingly.

Don't do it. The woodchips will be such a pain in the ass. Do yourself a favor and go to a local farm and get some cow manure. They'll surly love to have you take it off their hands. Not to mention that I've heard that cow is better than horse.
