Every time i try to say something on the chat it either gets cut in half or it never shows up?

it only lets me post a sentence every 40 seconds.... thats why every time you ask me something it takes me a loooonnngggg time to to say something back....and the reason it gets cut in half is because it only lets me put 40 letters per sentence? is there any way to fix this?

any help would be appreciated
