My soil is wet must I watering the soil after tilling in my cover crop or must I wait a day or two. Drikus

Always best to let the soil dry a bit before tilling. It avoids the problem of forming a hardpan at the depth of the tines. Also depending on your soil type the "clots/clumps" that can form when wet.

maybe I misinterpreted your question(it's early here),,if you have already tilled in that cover crop,,then yes I would water. In your heat you will need to get the soil moisture levels up and it will help get the bacterial working on breaking down the material you just tilled in.

Thanks for the responding Dan. I had sandy soil and how long does it take to get the nitrogen levels up in the soil?

That N (and all the trapped P,K, and trace elements) will begin releasing a matter of 2-3 weeks from tilling in crop, but will release long term as the biological processes continue.
I had asked about the cover crop simply because a legume fixes more N in it's roots and added bonus if N is what you were looking for.
