We are expecting hail and a thunderstorm tomorrow in my area and I need to make a quick contraption to protect my plant (the main vine isn't even touching the ground yet). I can not afford such a setback in growth this early because of hail so I need the help of all the best minds on this site to help me avoid certain failure for the season!

If you are going to get hail then probably strong winds also. You will need something anchored pretty well to protect the plants. If they are not vining yet maybe something as simple as a yard chair set over them with something heavy in the chair.

Grab the garbage can and put it overtop.....then put a concrete block or large rock on it to hold it down. It don't get any cheaper and everyone has a couple garbage cans.....
