Any advice on how to make a hoop house for next year? (Considering that I am 14 and having limited resources)

A easy hoop house I build is I use 1/2 inch or one size smaller, of PVC pipe, Get your self two seprate ten foot pieces(or larger for a bigger hoop house) and then bend them into the ground making it look like a 'X', then take a piece of 6 ml, or 4 ml plastic and throw it over the X you just made. Then take ether the large paper clip clamps( or cloths pins) and clamp the plastic on. Should take you around 5 minutes 22 seconds to make,give or take a few seconds..lol
This is the easiest and fastest hoop house's I can think to build, if you want to go easier go to wal-mart and buy one of them big clear plastic tupperware tub looking things that people use to store stuff in, these really work well if your pressed for time, but your plants out grow them quickly.

Sam when you build a hoop house think about the fact that they spend most of the time stored and if you made it easy to dissemble it takes up much less space and is easier to store............

Three foot long pieces of rebar and 20foot lengths of 1 3/4 inch pvc pipe. Just hammer the rebar in the ground on a slight agle towards the middle and put the pip over the rebar. Then cover with plastic and bury the sides.

2 x 4's, & plastic, don't let it get to hot or it will kill the plants.
