now that my seeds are coming out of the dirt and the shells are starting to fall off, how many hours per day should i leave them under the light inside the house?
and how long should i continue heating the soil in the tank?

That varies. I leave them 12 on and 12 off. Others leave the light on all the time. Some leave it off for 4 hours. They all seem to work. Just make sure the light is low to the plant. Otherwise it gets leggy, where the stem is too long and may snap. Bury the plants up to the first two leaves (Cots) when you put it in the ground. Prop the stems with green tomato stakes as it grows to support the main.

So my plants are starting to get tall in the pots, they have a three inch stem, I can bury the stem up to the first two leaves when I plant it outside?

That's what I would do kaptain. It will help prevent the stem from breaking or kinking later on.

in the state science fair here in RI there was a project that tested plants under lights the results were best with 8Hr'on and 8hr off in a continues cycle. I tryed it this year and thing look good.
