Is it better to apply Merit before planting or once the plant is growing alittle? Thanks

All of the above is OK depending on how early you see Cucumber Beetles. Around here, earlier is better. In the "How to" section here at BP is Len Stellpflug's article where he used it as a seed treatment which is very effective.
