If I have had plenty of rain and really do not need to water but it is time for a dose of water soluble fertilizer, do I water anyway or do I wait ? I have had over watering problems in the past and do not want to go there again.

go for it - open the flood gates - full stream ahead - nothing beats watering soil thats already wet and not in need, i think you answered your own question ?
